Through the Years: Preschool Development Grants Birth Through Five

The Preschool Development Grant Birth through Five (PDG B-5) program is a $315 million competitive federal grant designed to improve collaboration and quality in states’ early childhood systems by building upon existing federal, state, and local early care and learning investments.
The following chart contains information about grants made to states and territories since the program began in 2018. From 2018 to 2024, states could apply for 1-year Planning Grants followed by 3-year Renewal Grants. In 2025, all but 11 states/territories were eligible for new awards, at which time ACF announced a new 1-year Systems-Building Grant opportunity. Traditionally, once a state completes its grant, it is eligible to apply to begin the 1-year and then 3 year grant cycles again. The majority of grants have been awarded during competition years, but the key at the bottom indicates when a state has received a grant outside the usual cycle.
